Book of rules on work
The tradition of nature protection in Republic of Croatia
Legislative tradition in the area of nature protection has been lasting for about one hundred years, which places Croatia in the frontlines of European countries with a normative system in natural heritage protection, and especially in connection to proclamation of national parks and other protected parts of nature. The movement of nature protection was established in Croatia as far as the beginning of last century, at first through writings in expert publications, and after that through issuing specific laws and other legislative acts.
THE DEVELOPMENT OF JURIDICAL ORGANIZATION OF NATURE PROTECTION IN REPUBLIC OF CROATIA
In the Law on hunting dating the year 1893 regulated is protection of singing birds, and in the year 1900 adopted is the Law on cave protection. The Department for internal affairs of the Royal national government in 1910 issues the Order on protection of natures master pieces.
The first national parks – Plitvice lakes, the White rocks (Bijele stijene) (Velika kapela), Štirovača (Velebit) and Paklenica (Velebit) – were proclaimed in 1928 but through a regulation with a time frame. In the year 1938 issued was a Directive on national parks, and in 1940 a Directive on the protection of antiquities and monuments of nature.
By founding the Institute for protection of natural rarities in 1946, which later on works under the name Institute for nature protection until 1990 when it becomes the integral part of the body oh state directorate responsible for nature protection, begins the professional work in the area of nature protection.
The law on nature protection in the Republic of Croatia has been issued in 1949, 1960, 1965, 1976, 1994, 2003 and 2005.
The first national parks Plitvice lakes and Paklenica have been permanently proclaimed protected in the year 1949, Risnjak in the year 1953, Mljet in the year 1960, Kornati in the year 1980, Brijuni in the year 1983, Krka in the year 1985 and North Velebit in the year 1999.
During the same period proclaimed were nature parks: Kopački rit in the year 1967, that is 1976, Velebit in the year 1981, Medvednica in the year 1981, Biokovo in the year 1981, Teleščica in the year 1988, Lonjsko field in the year 1990, Žumberak – Samoborsko gorje in the year 1999, Papuk in the year 1999, Učka in the year 199, Vrana lake in the year 1999 and Lastovo archipelago in the year 2006.
In Republic of Croatia there are a total of 458 protected spatial objects. The total area of all protected parts of nature in Republic of Croatia amounts to 7613.5 km2, which is 8.6 % of the state's territory.

Park Maksimir
The first protection of Park Maksimir dates since 1948 when
it was proclaimed natural curiosity, together with the area
of grange, arable land and forest in total area of 316 ha, by
a Resolution of former Ground institute for protection of natural
curiosities in Zagreb.
Today Park Maksimir, for its exceptional value, benefits a double
protection. It is protected as a monument of park architecture
by the Nature protection law (http://www.min-kulture.hr/propisi/propisi_fr.htm/),
and as a cultural asset by the Law on protection and
preservation of natural assets, (http://www.min-kulture.hr/bastina/propisizakb/index.htm/),
and is registered as a fixed monument of culture of City of Zagreb.
Monument of park architecture is a part of
artificially shaped nature (avenue, botanical garden arboretum,
town park, alley, and other forms of garden and park shaping),
or group or individual trees having higher aesthetic, stylistic,
artistic, cultural-historical or environmental or scientific
value.
In a monument of park architecture and in the contact zone forming
a constituent part of a protected area no activities or actions
are permitted that might modify or degrade the values for which
it has been protected. For activities and action that according
to a special regulation do not require location permit, or to
conduct acceptability assessment process for the taken activity
in nature, a permit is granted. Permits for activities and actions

Organizers of activities (sport events,
festivals, meetings, games, etc.) in Park Maksimir are
obligated to obtain a permit from the Institute for its taking
place according to article 127 paragraph 2 and 4 of Nature
protection law. Along with above stated, organizers have to
report their activities to the Institution ( report
of event) which will, after obtaining a
permit from the Institute, give its permit for taking place
in monument of park architecture Park Maksimir.
Protection measures and especially taking care of, protection,
taking place, utilization and promotion of monument of park architecture
Park Maksimir are stated by Book of rules on safety measures
of monument of park architecture Park Maksimir (SGGZ,
12/94, http://www.zagreb.hr/slglasnik.nsf/).
For the purpose of harmonizing with existing legislative a Book
of rules on internal order in monument of park architecture
Park Maksimir is being done which
will in more details regulate questions and protection measures,
preservation, improvement and utilization of monuments of park
architecture Park Maksimir. The Book of rules is established
by the Governing council of the Institution in agreement with
Ministry of Culture Republic Croatia. Book of rules on internal
order is published in Official newsletter
of City of Zagreb. After its taking in effect the Book of
rules on protection measures of monument of park architecture
Park Maksimir will cease to take effect.
Public institution »Maksimir«
Public institution »Maksimir« manages the monument of park architecture
park Maksimir. It was founded in 1994 by the Decree on
establishing Public institution »Maksimir« (http://www.zagreb.hr/slglasnik.nsf/)
which was issued by Zagreb City Council based on the Law
on nature protection (http://www.min-kulture.hr/propisi/propisi_fr.htm/).
The City of Zagreb is the founder and owner of the Institution.
Institution's activities are protection, maintenance
and promotion of Park Maksimir, monument of park architecture
with the goal of protecting and preserving nature's origin, securing
undisturbed natural processes and sustainable utilization of
natural resources, as well as monitoring maintenance of conditions
and measures of nature protection. The Institution performs this
activity as public service.
GENERAL ACTS
The Institution was entered in court register of Commercial
court in Zagreb on March 22, 1999 and since than it has a status
of corporation, and begun working in 2000. Institution is autonomous
in performing its activities in accordance with law, regulations
based on the law, founding act and general acts.
General acts of the Institution in a general way govern certain
areas of Institution's activities. The Institution has the following
